Procurement
The Workforce Solutions Borderplex (WSB) Procurement Department manages the acquisition of goods and services necessary to support our mission and operations. We are committed to conducting all procurement activities in a fair, transparent, and competitive manner, consistent with applicable federal, state, and local regulations, including the Uniform Grant Management Standards, the Texas Workforce Commission Financial Manual for Grants and Contracts, and other governing procurement requirements.
WSB takes proactive steps to provide contracting opportunities for small businesses, minority-owned firms, women‑owned businesses, and other Historically Underutilized Businesses (HUBs) whenever possible.

Goods & Services We Procure
Workforce Solutions Borderplex purchases a wide variety of goods and services using procurement methods appropriate to the dollar threshold and regulatory requirements.
Micro‑Purchases
$0 – $10,000 per purchase
Purchases may be made based on one or more quotes and may be authorized using a Purchase Order or WSB purchasing card.
Simplified Acquisition (Small Purchases)
$10,000 – $250,000
Requires price quotes and may use informal or formal competitive processes.
Competitive Bids / Formal Procurement
Used when the total purchase exceeds $250,000 or when required by regulations.
This includes Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bids (IFBs), and Requests for Quotes (RFQs).
