Requests for Qualifications (RFQ): External Evaluators
Workforce Solutions Borderplex (WSB) seeks highly skilled and qualified individuals to serve as independent evaluators for reviewing and scoring proposals submitted in response to the Prime Operator solicitation. Through this Request for Qualifications (RFQ), the Board will select up to three (3) independent evaluators.
WSB intends to contract with up to three (3) individuals to serve as evaluators for workforce services proposals. Evaluators will receive compensation of $700 for each proposal reviewed. This payment is exclusive of any additional time required for virtual meetings or on-site reviews to discuss evaluation outcomes or present results to the WSB Board of Directors. Workforce Solutions Borderplex reserves the right to reject any proposals at its discretion.
Key Qualifications: Individuals interested in serving as independent proposal evaluators are required to meet the following criteria: • All submissions responding to the Prime Operator solicitation will be evaluated without exception. 1. If more than five submissions are received, negotiations will be conducted before finalizing this RFQ. • Experience evaluating requests for proposals. • Have no real or apparent conflict of interest in reviewing the Responders’ proposals. • Be available to participate in virtual or in-person evaluation sessions as required.
Anticipated Evaluation Schedule: • Initial Mandatory Evaluation Meeting – Monday, March 10, 2025 – Time To be Determined. • Evaluation week March 10-14, 2025. • Presentation Week March 24 – 28, 2025. • Evaluation of Presentation & Award -Tuesday, April 1, 2025 – Time to be Determined.
Interested individuals must submit a cover letter and resume. The resume must identify how the individual meets the above minimum requirements. All respondents will be evaluated based on the extent of their experience and knowledge of the workforce programs, experience evaluating proposals, availability, and any conflict of interest.

I. Introduction: Workforce Solutions Borderplex (WSB) is requesting quotes for comprehensive drone training services designed specifically for law enforcement, public sector employees, and military personnel. There are limited drone training courses in El Paso and none that focus on a real-world industrial approach. This training would initiate a pipeline of drone operators to fill the growing demand in the local workforce.
II. Project Overview: The drone training services must encompass preparation for the FAA Part 107 test and certification for remote pilots. Additionally, it should cover the practical use of drones in both commercial and public safety contexts, focusing on professional applications rather than hobbyist use. The program should address a range of industries and operational requirements. The program must also incorporate hands-on drone flight and simulations to provide real-world experience. This program will use blended funds including WIOA, Pathways, and others, depending on student eligibility and type of fund availability.
III. Scope of Work: The facilitator will be responsible for the following: A. Preparation Course: 1. A preparatory course designed to ensure participants can successfully pass the FAA Part 107 test. 2. Provision of detailed study materials and practice tests. 3. Instruction on FAA regulations and requirements.
B. FAA Part 107 Certification: 1. Training to prepare participants for the FAA Aeronautical Knowledge Test (Part 107 test). 2. Emphasis on compliance with FAA’s Part 107 rules for commercial and public safety drone operations.
C. Commercial and Public Safety Applications: 1. Instruction on the use of drones for commercial purposes and public safety applications. 2. Coverage of industry-specific applications, including law enforcement, emergency services, engineering, infrastructure, inspection, and other relevant sectors.
D. Drone Operations Training Specifications: 1. Training must include understanding UAV specifications and performance characteristics. 2. Procedures for operating drones in various environments, including emergency situations.
E. Procedures and Standard Operating Procedures (SOPs): 1. Instruction on establishing and following SOPs for drone operations. 2. Emphasis on emergency procedures and protocols.
F. Instruction on Pilot Qualifications: 1. Requirements for pilot certification and qualifications. 2. Documentation of established training programs and proof of pilot competency. G. COA Application Process: Information on the Certificate of Authorization (COA) application process, including necessary documentation and procedures.
IV. Requirements: The selected facilitator must meet the following criteria: A. Previous Experience: Proven track record of drone FAA Part 107 classroom training with a successful student certification test passing rate
B. Expertise: 1. Associate’s degree or higher in related field. 2. Current FAA Part 107 Remote Pilot Certification 3. At least 3 years of non-teaching work experience in the field 4. Understanding of: Aviation/community safety, aviation weather, ethical airmanship, FAA Registration
C. Communication Skills: 1. Excellent verbal and written communication skills. 2. Ability to effectively convey complex concepts to diverse audiences.

General Construction Services for Home Daycare Property Modifications
I. Introduction: Workforce Solutions Borderplex (WSB) objective is to select a qualified general construction contractor to modify home daycare properties, ensuring compliance with the indoor space requirements set forth by child care regulations
II. Project Overview: This project focuses on optimizing indoor usable activity spaces for childcare homes to ensure compliance with regulations and promote a safe, engaging environment for children. Each home must provide at least 30 square feet of indoor usable activity space per child, measured from wall to wall, excluding non-activity areas such as bathrooms, kitchens, and storage rooms. The space will be designed to accommodate various activities, including crib use for infants, activity stations, meal areas, and zones for both group and individual activities, including nap times. The maximum number of children will be based on the total available space, ensuring safety and comfort, with homes unable to accommodate more than 12 children if the space is insufficient.
III. Scope of Work: The qualified general construction contractor will be responsible for the following: 1. Site Assessment and Measurement: • Conduct a thorough site assessment to measure the existing indoor usable activity space. • Identify areas that can be modified to meet the 30 square feet per child requirement. 2. Design and Planning: • Develop a comprehensive design plan to optimize the available space for the required activities based on child care regulations minimum standards. • Ensure the design plan includes clear delineation of spaces for cribs, interest centers, meals, group activities, and rest times. 3. Construction and Modifications: • Execute Basic to Intermediate construction work to modify the space according to the approved design plan. • Ensure all modifications comply with the indoor space requirements and safety regulations. • Install any necessary fixtures and finishes to support the specified activities. 4. Necessary Construction Services: • Perform basic construction repairs as needed. • Execute electrical work to ensure proper lighting and safety. • Carry out plumbing tasks to ensure functional and sanitary facilities. • Install, repair, or upgrade HVAC systems to ensure adequate ventilation and temperature control. • Complete painting and drywall work to create a safe and clean environment. • Install or repair flooring suitable for child-care activities. • Provide other construction services as required to ensure full compliance and functionality of the child-care space. 5. Safety and Compliance: • Ensure all construction work complies with local building codes, safety regulations, and fire authority requirements. • Obtain necessary permits and approvals for any modifications above or below ground level. 6. Documentation and Reporting: • Provide detailed documentation of all modifications, including measurements and compliance certifications. • Submit regular progress reports and a final report upon project completion.
IV. Requirements: The selected contractor must meet the following criteria: 1. Company Profile: • Provide a brief overview of your company, including experience with similar projects and qualifications of key personnel. 2. Budget and Cost Estimate: • Submit a detailed budget and cost estimate for the projects described in the Scope of Work. Include labor hourly rates, per diem fees, and any additional fees or expenses.
V. Proposal Submission: Interested individuals or firms are invited to submit a comprehensive proposal, including the following: 1. Cover letter expressing interest. 2. Overview of relevant experience, including examples of previous work with workforce development boards. 3. Detailed approach to providing training and technical assistance to the Power Partner Network. 4. Proposed timeline and schedule for delivery services. To include training for monthly and quarterly. Budget proposal, including all associated costs.
VI. Submission Deadline: Proposals must be submitted by 02/21/25. Submissions must be on time to be considered.
VII. Selection Process: Proposals will be evaluated based on experience, approach, and cost. Shortlisted candidates may be invited for an interview.

I. Introduction: The Power Partner Network is the group of partners WSB has identified as providing services that align and advance toward economic independence. While every site location focuses on a shared population with our partners, the process and quality of service delivery and customer experience should be the same no matter where our community receives WSB services. Each partnership in the PPN is between WSB and an organization that provides mutual population-based services, for their clients. To ensure alignment and a solid basis for collaboration, all Power Partner Network partners share the goal of self-sufficiency through employment and agree with the following principles behind the Network’s service delivery approach: • Job seekers with multiple barriers to employment are most successful at moving into jobs when they have individualized, relationship-based, long-term support from a dedicated Career Navigator. • The workforce system has the tools and resources to train these job seekers to compete in today’s job market, and to place them into career-track employment. • Job seekers with challenges are most successful navigating the workforce system when they have long-term, relationship-based support. • Employment outcomes are optimized when community-based organizations and WSB staff implement career coaching that helps participants develop career plans that use partner resources for job skill development and connection to employment.
II. Project Overview: WSB has developed a curriculum, framework, roles and responsibilities for each Partner that has established a formal agreement with WSB. Workforce Solutions Borderplex invites qualified individuals or firms to submit proposals to provide facilitation services for the training and technical assistance within the Power Partner Network.
The selected facilitator will be critical in enhancing the Power Partner Network’s efficiency by facilitating the training and technical assistance on a regular ongoing basis to partner organizations and WSB contracted staff located at various partner site locations. This includes leveraging the strengths of each entity involved, staff awareness and mission alignment, coordinating services, and ensuring seamless transitions for participants into career-track employment.
III. Scope of Work: The facilitator will be responsible for the following: 1. Conduct monthly/quarterly training sessions for Power Partner Network members and WSB contractor staff on effective collaboration, service coordination, and best practices in workforce development. This can be done at WSB center offices, partner locations, or virtually. 2. Providing technical assistance to partner organizations to enhance their capabilities in delivering services aligned with the goals of the Power Partner Network. 3. Collaborating with Workforce Solutions Borderplex to tailor training content to the specific needs and challenges of the partner organizations. 4. Developing and implementing strategies to strengthen the Power Partner Network’s overall impact on participant journeys to career-track employment. 5. Establish program metrics based on the location of the Power Partner Network to measure effectiveness and outcomes. 6. Generate reports to drive recommendations for continuous improvement and to assess the impact of the Power Partner Network’s initiatives. 7. Modify the curriculum and content as the Power Partner model evolves. 8. The facilitator will convene the power partner network to discuss strategies and best practices. Training may be modified based on each partner location’s individual needs.

4. Flexibility:
• Ability to adapt to the unique needs and dynamics of the Power Partner Network.
5. Cultural Competency: Given the diverse population served by the Power Partner Network, the facilitator should possess cultural competency skills, including an understanding of and sensitivity to
various cultural backgrounds, and the ability to tailor training content accordingly.
6. Technology Proficiency: The facilitator must exhibit proficiency in utilizing technology and digital tools to enhance training delivery, communication, and collaboration. This includes
familiarity with virtual collaboration platforms and online training resources.
