I. Introduction Workforce Solutions Borderplex (WSB) is seeking quotes from authorized entities to support our strategic Workforce-Based Learning (WBL) programs. These programs aim to address current and future market demands for a skilled and knowledgeable workforce by expanding and improving paid WBL opportunities. These programs can be funded by our regular WIOA funds, other formula funds, or non-WIOA grants.
II. Project Deliverables and Potential Scope of Work The selected vendor will support the management of payroll and employee of record duties for participants in WSB’s WBL programs. WSB will handle the pairing of WBL participants with employers. The employer of record entity will be responsible for the following: Onboarding for Payroll Setup • Ensure proper setup of payroll for WBL participants. • Conduct background checks if necessary (please specify additional costs per background check). Timekeeping and Reporting • Provide proper timesheet tracking for all WBL participants. • Ensure detailed invoices to WSB, including comprehensive backup reports for all payroll and related expenses. Compliance and Monitoring • Ensure all WBL participants are paid accurately and timely. • Maintain compliance with all relevant labor laws and regulations. • WBLs typically do not exceed 480 hours in total, and overtime is not permitted unless authorized by the WSB in writing and in advance on a case-by-case basis. • Provide necessary support and documentation for participant onboarding, including tax forms and employment verification. Reimbursement Process • Services must be reimbursable and not paid in advance. • Submit accurate and timely regular invoices to WSB for reimbursement, including detailed reports supporting all charges.
