Pre-eligibility services are an allowable cost under Child Care Formula (CCF) funding as they directly support the administration and delivery of Child Care Services by ensuring applications, documentation, and income calculations are complete, accurate, and compliant with Texas Workforce Commission and Child Care Services eligibility requirements prior to determination. These costs are reasonable given the level of effort required to prevent errors, reduce rework, and support timely eligibility processing, and they are allocable to the CCS program as the services are performed solely for the benefit of CCS applicants. Pre-eligibility services are necessary to meet program performance requirements, including timeliness, accuracy, compliance, and reduction of incomplete or delayed applications, thereby supporting efficient enrollment and program integrity.
